> city.First, I agree, I'm sick and tired of hearing that Fort Lee is a city. Fort Lee is not a city, nor is it a Town. Fort Lee was and still is a _Borough_. It is one of 70 municipalities in the County of Bergen.
However, in NJ, it's not population or any other consideration or opinion that makes the difference, it's the form of municipal government used. There are 4 traditional types of municipalities in NJ, Village/Township, Town, City and Borough. New Jersey municipalities have many attributes which are different from those of other states. First, New Jersey is entirely composed of incorporated municipalities. Most other states have unincorporated areas. Second, New Jersey’s municipalities all enjoy the same basic powers, rights and duties. Many other states give different types of power or different authority to different types of municipal government.
