I would say that the re-registration process may by its very presence act as a deterrent to those who are either already here illegally or considering it. The fact that the town is serving notice that this will not be ignored can only help. The timing doesn't seem like a problem to me; even if the process takes a couple of weeks, those who are identified would need to make plans to attend another school by September. This is not a quick fix; I would think it should be repeated annually.
You are justified though in taking offense at the apparent ignorance of the rules by the Board. There's no excuse for that.
